Personality:
Jeff's very interested in pushing science. To that end he has studied and is very much a workaholic. Jeff is loyal to the members of the station. However he also has his own projects, and knows he must complete them. To that end he works as hard as he can to get his job done as Chief Science Officer. Very little time is spent actually relaxing by Jeff. In fact he has every moment of his day scheduled.
Jeff is also somewhat friendly even though he spends most of his time either working, or thinking about work. It has been said he needs to take some shore leave, but he often declines because there is so much that needs to be done. Personally he believes that the Federation should hire more science personnel for the SGE although he has not voiced that complaint yet.
Background and History:
On Earth Jeff was born to loving parents Mark and Elena. Mark was a retired Star Fleet Officer who wanted better for his son than he had. So he encouraged Jeff to become a Star Fleet Captain at his earliest opportunity. From age 6 onward Jeff was harassed by his dad into attempting to become a Captain. This led him to go into Star Fleet Academy by the age of 12. However he was deemed too young to become a Star Fleet Student and so was denied then. Still he persisted and studied harder than he ever had in his life.
However it was thought to be a disease. Later his problem which was that he appeared to be younger than he should be was revealed not to be a disease. This when he applied at 18 as a cadet to join StarFleet Academy caused no shortage of problems for him. Originally he planned to become a captain and do things that way. Yet after failing the un-winnable scenario he determined that path was not the one he should continue on.
The determination kept him going and made him push himself. After going through the mandatory years of training, and work to become Assistant Chief Science Officer he continued until he became the Assistant Chief Science Officer, not allowing himself a single break whatsoever.

"Let's see here. I've got to complete the mechanical hound, and come up with a way to provide an upgrade to the phasers of the Security Officers here." New to the job Jeff knew he had a lot of work to be done. In addition he had to cut through the seemingly endless red tape in order to requisition the equipment he'd need to build his ideas. Of course red tape was a good thing, as it limited what people could do sometimes. Several times he had been to the holo deck today. Every last one of them ended up with his device blowing up.
Great. Damage to property was one thing. But he could not allow himself to create inventions capable of exploding. Or that exploded. So he couldn't build the concealed phaser he wanted. As he looked at some of the paper-work he had done as Chief Science Officer earlier Jeff sighed and walked over to the replicator. "One Coffee, black. Double Caff." When the replicator made the coffee he immediately downed it in a few gulps. He had a lot of work to be done and staying awake would help him do the work that he needed to get done.
Creating a robotic hound seemed like a good idea. It would come in handy especially when he had to pull all nighters. Since there was presently no one else to be the Chief Science Officer it seemed a lot of work fell into his lap on a regular basis. Yet he could handle it. After all he had to handle it. What would he name his robotic hound though? It would be a special hound...unique. For if he could get permission he'd build in a Phaser or at least a stunner.
Even though he had the training he hated carrying it. Building a DNA sensor into the phasers sounded like a good idea. It was a great idea because it could save lives. It would also save problems if someone hijacked a phaser. Granted the idea might be complicated, but he'd burn that bridge when he came to it.
