Personality:
A quiet, soft spoken, patient man, Luis is a bit awkward around attractive women. But he is highly intelligent and loves to talk about and share ideas on various topics. He is not brash but believes in being honest and truthful.
He seldom curses and is reliable and loyal. He loves kids and loves to see them learn and grow. He is a medical doctor, after all.
Respectful, gentle and kind he is fiercely loyal to his occupation and to Starfleet. He cares greatly for his patients and will go the extra mile for their care and well-being.
Luis has been so busy he has had little time for relationships. He does, however, love females but finds himself somewhat disconcerted by them. But once you get to know him you will discover that he has a wicked sense of humor. He loves to laugh and enjoy himself with friends.
Background and History:
Luis is the son, grandson and great-grandson of medical doctors and it was expected of him to follow in line and also become a medical doctor. And he gladly chose to do just that, knowing full well that when and if he ever has a child, the eldest would also become a. M.D.
His mother died when he was 2 years old from an accident so he was raised primarily by his father and widowed grandfather. As a young man he soon became immersed in their passion of medicine, and attended the Starfleet Medical Academy being one of 200 to be accepted that year.
While attending the Academy he met and fell madly in love with a beautiful fellow cadet names Paloma but he was too awe struck to tell her how he felt. Later, while he was on the Talon, his father sent him a message letting him know that Paloma had married his best friend. It was a blow to his heart and his ego but he moved on with his life and his career with Starfleet.
After several successful and exciting years of working on the Talon Luis became very homesick, especially when both his grandfather and great-grandfather died within a year of each other. It didn't help when his relationship with Caroline abruptly ended when she transferred off the Talon without saying anything to him.
But the Talon was too far from Earth for Luis leave. Not only that he would never leave his crew mates short handed. But when his father told him he was getting married again, well that was the straw that broke the camel's back.
Waiting until they were closer to Earth Luis, who had talked with his CMO about it, took a leave from the Talon to attend his father's wedding. The last time he had been home was after the war when he and Caroline had come to help clean up some of the damage. Fortunately New Mexico had been spared the worst, even though it had some damage but it had been long ago been cleaned up and rebuilt and, to Luis, was even more beautiful. Somehow the city meshed the modern with the historic and he loved it even more.
His step-mother was a life long friend of his father's and a lovely woman. He was very happy that his father had found someone to spend the rest of his life with. After the wedding Luis was able to spend time with other members of his family and reconnect with friends. He visited Paloma and her husband. She was the mother of two beautiful children and it was like seeing what his life could have been like if things had been different and maybe if he had been more assertive.
Returning from his honeymoon, Luis' father tried to talk him into staying and taking over his Family Practice but Luis referred his first cousin, who was also a medical doctor, to be a better choice than he would be for the job. Had things turned out differently he would been happy to stay. His father agreed with him and so, after congratulating his father and his new wife, he was transported back onto the Talon, his homesickness cured.
Talon had become his home and he felt secure in her hands and the hands of its crew and leadership. He realized that his place was not in a city filled with doctors but where his skills would be used for the Talon and for Starfleet.

Sample Roleplay:
Luis stood by the young Ferengi trying to examine the ear of the small alien. Interesting, he thought for a moment, that in the past his people were called aliens by other people. He wondered how they would react if they had seen an actual alien.
His father had brought his child into the infirmary complaining of pain in the left one claiming that his brother had stuck something in it.
"I'm sorry, Mr. Tog, but I don't see anything in his ear," Luis told the adult still holding onto a specialized otoscope especially made for examining Ferengi's auricles.
"It's the other ear," the tyke exclaimed. "Rom stuck something in it. I can feel it inside."
With a patient grin Luis moved to the other side of the examining table and proceeded to examine it.
"You're right, Pel. There is something in it. Let me get my tweezers and see if I can fish it out."
"Will it hurt?" the little Ferengi asked, a look of terror on his face.
"Nope, just hold very still," he reassured the child as he carefully manipulated the long tweezers down the ear canal and pulled out a small, green something that was curled up like a conical shell and looked closely at it. The two Ferengies both leaned forward to also examine it.
Carefully Luis laid the find in a petri dish and pour some preserving jell over it. "Computer, examine specimen," Luis commanded the infirmary computer as he laid it in the auxiliary slot.
The computer chimed and then a female voice spoke. "A common fern belonging to the botanical group known as Pteridophyta. They have stems, leaves, and roots like other vascular plants. Ferns reproduce via spores."
"Spores?!!" Luis' eyes widened and turned to look at the adult Ferengi with a shocked look. "You have a plant on board that reproduces with spores?" he turned towards him. "Do you know how easy it would be for the spores to be spread through the ventilation system?"
"Well, thank you for your help, Dr. Luis," the Ferengi gulped and reached out for his son, pulling him off the table and attempted a hasty retreat towards the door. "See you around."
"Mr. Tog!" the tone of his voice made the Ferengi stop in his tracks. "I will have to alert the Captain about this. I only hope there's been no damage done to the ship."
