Why are the Rules so extensive?
They have developed that way over the years in order to keep this site fair for all. It's one of the reasons this site has endured for so long. Besides, you only have to read it once.
Can I RP that my character has a husband/wife/child/ugly dog?
Yes, but if that's all your character is talking about, then where is the fun for other writers? It's okay to mention occasionally about their special someone who is a non-playing character, but it can't be all they are about.
Can I be a Android/Cyborg?
Aside from Data, who is a rarity in Star Trek, cybernetic beings are not part of Star Trek lore. The fact that you're asking makes me wonder if this site is a right fit for you.
Can I be a spy/traitor/etc?
Nope. While we have had, and may currently have, characters like that, they are usually admin run characters. Once in a while we may allow a member to RP one, but it is a very special perk given to members who have shown loyalty to the site and an ability to write consistent, quality posts, as well as not go rogue and ruin carefully crafted year-long story arcs.
Can you PhotoShop a celebrity into a Klingon/Vulcan/Bolian/etc for me?
No. I have spent a lot of time in the past working on making quality avatars for new members, only to have them drop out a month later. Try starting with a human-looking character and, if you decide this is the right site for you, make your second character an alien and I'll be more likely to do it for you.
Can my character invent his own personal forcefield that he wears on his belt? Or a new weapon that trumps all weapons?
Er, no. Varying from canon may seem like fun, but when a character has all sorts of tech that makes them the savior for all situations, where's the fun in that for the other writers?
Why can't my character have powers?
For the same reason they can't have specialized technology that they invented, it ruins the fun for others. If a character can always sense that there is duplicity, or they can read minds, or always be able to subdue an opponent, the admin will always have to take that one character into consideration each and every time they create a plot.
Why is Michael Jackson not allowed if no one is playing him?

Have you watched the show? Most of the characters are human, yet they are compelling and engaging. A character's race or abilities should not be the one thing that defines them.
